Estates where Decedent was NOT a Medicaid Recipient

Good morning.  For a decedent who WAS a Medicaid recipient, Standard Probate Form 7.0 CERTIFICATION OF NOTICE TO ADMINISTRATOR OF MEDICAID ESTATE RECOVERY PROGRAM is filed in the estate.  However, do any Probate Courts require the filing of a letter from the Ohio Attorney General to state that a decedent was NOT a Medicaid recipient and that there will NOT be a claim for recovery, before the Court will close the estate?  If so, would you be willing to share the form you use for this and your Local Rule that requires it?
